When you receive a new passport, you generally upload a copy of the new passport and a recent photograph through OCI Miscellaneous Services on the official Government of India OCI portal. This is normally free and does not require a VFS submission. The one situation that generally requires a physical OCI card re-issue through VFS is the first new passport issued after you complete 20 years of age.
